  • combining local data with safe and creative solutions
  • getting cars off the road
  • providing a foundation for grant funding opportunities and developer-funded improvements based on the City's Mobility Plan

Mobility Plan Update: 2025 Citywide Mobility Plan and Fee

On May 1, 2025, the City Council adopted Ordinance 3, 2025, approving an update to the City’s Mobility Plan to be applicable Citywide, in accordance with City codes. Please see the adopted plan through the link below:

ADOPTED 2025 CITY WIDE MOBILITY PLAN 

On May 2, 2025, the City Council also adopted Ordinance 3, 2025, approving the updated Citywide Mobility Fee Schedule. This was approved with a finding of extraordinary circumstances, allowing the fully calculated fees to be collected upon the effective date. Public noticed was issued in the Palm Beach Post on May 5, 2025 regarding the 90-day notice period, with the updated fees effective on Monday, August 4, 2025.

The City had an extensive public input process during the update to the Mobility Plan and Mobility Fee. Please see more information below:

The proposed Citywide Mobility Plan and Citywide Mobility Fee Technical Report public hearings were held on the following dates:
- March 12, 2025 – Planning, Zoning, and Appeals Board – City Council Chambers – View Agenda (PDF)

In accordance with State Statutes, the City scheduled two public workshops on the following dates and times to review the proposed finding of extraordinary circumstances.

Impacts of the Mobility Plan

Since the Mobility Plan was initially adopted in 2019, the City has seen many successes in the implementation of projects listed in the plan. Projects in the plan have been sent to Florida Department of Transportation for inclusion in the scope of their state roadway system Resurfacing, Restoration, and Rehabilitation (RRR) projects, through the Multi-Modal Scoping Checklist process for municipal/local coordination. Several improvements listed in the plan are being constructed by the development community in accordance with project impacts.  And finally, over $8.5 Million in grant funding has been secured for various projects through the FDOT and Palm Beach TPA annual competitive grant processes.
