Introduction/Overview
The City of Palm Beach Gardens is pleased to announce the availability of grant funds to improve the quality and affordability of the existing multifamily housing stock in the City of Palm Beach Gardens.
The intent of the program is to fund exterior improvements that enhance structural hardening, energy conservation, beautification, and accessibility that are within the responsibility or purview of the applicable Property Owners’ Association or Homeowners’ Association, or Property Owner for multifamily rental communities. Eligible improvement activities include, but are not limited to:
- Roof repair and/or replacement
- Parking lot improvements
- Exterior painting
- Landscaping
- Americans with Disabilities Act (ADA) improvements, such as accessibility ramps
The program may also fund the following items when they fall within the responsibility or purview of the applicable Property Owners’ Association or Homeowners’ Association:
- Exterior window replacement
- Exterior door replacement
- Sliding glass door replacement
A public informational meeting is scheduled to be held at City Hall in the City Council Chambers (10500 N. Military Trail) on Monday, March 16 at 4 p.m.
Eligibility
The Multifamily Home Improvement Grant Program operates within the corporate limits of the City of Palm Beach Gardens. To be eligible to apply, a community must appear on the program’s Eligibility Map:

Multifamily communities (condominiums, apartments, or “quads”/townhomes) shown on the map were selected based on Census data and age of the community.
Scoring
Each project application will be independently scored by a Selection Committee comprised of staff members from multiple departments (including Building, Engineering, and Code Compliance). The Selection Committee will rank the projects and recommend those applications with the highest total points for grant funding. The Selection Committee will award funding based on a point-based ranking of applications received and available funding. The Applicant is responsible for demonstrating in its application that it meets each of the criteria below. A community project may earn up to 100 total points.
Financial Contribution Toward Project – Up to 30 Points
The Applicant may contribute a financial match toward the award amount. For example, if a painting project costs $30,000, the Applicant may contribute up to $15,000 and the City will fund the remainder. The Applicant must provide proof of available funds and an estimated cost for the improvements. Upon selection, the Applicant must demonstrate that the matched funds are reserved for the project. The Selection Committee may award up to 30 points if the Applicant demonstrates a 50 percent match. If the Applicant provides less than a 50 percent match, the Selection Committee may award fewer points under this criterion.
Target Arterial – 25 Points
The Selection Committee will award 25 points to communities with direct visibility from North Military Trail. Communities that do not directly abut North Military Trail are not eligible for these points.
Demonstration of Need – Up to 15 Points
The Applicant must demonstrate the need for the proposed exterior improvements. The Applicant may submit photographs, professional assessments, and other supporting documentation. For example, a roof replacement request should include structural information, photographs of damaged or missing shingles, evidence of sagging, leaks or water stains, and proof of the roof’s age. The Selection Committee may award up to 15 points based on the demonstrated need.
Owner-Occupied – Up to 10 Points
In order to be considered for these points, the Applicant must submit documentation, such as Palm Beach County Property Appraiser data showing homestead status, to receive these points. This criterion does not apply to multifamily rental communities.
Addressing Existing Non-Conformities – Up to 10 Points
The Selection Committee may award up to 10 points if the proposed improvements correct existing conditions that do not comply with the current City Code. For example, improvements may correct landscape buffers that do not meet the minimum width required by the City Code.
Aesthetics – Up to 10 Points
The Selection Committee may award up to 10 points if the proposed improvements enhance the overall aesthetic appearance of the community.
Total Possible Points: 100
Application
The application format is an electronic online application. The link to the application will be available starting on March 16, 2026, and will remain open through June 15, 2026.
